The family of Douglas Kilburn has filed a wrongful death lawsuit against the City of Burlington. Kilburn died last year after an altercation with Burlington police Officer Corey Campbell. The suit names Campbell, the city, Mayor Miro Weinberger and former police Chief Brandon del Pozo as defendants. The complaint, filed this week in federal court, claims the officer’s actions resulted in the “unjustified death.” The officer had been called to UVM Medical Center with a report that Kilburn what outside acting trying to into the hospital to see his wife, who was a patient at the time. Investigators aid Kilburn was “irate.” Body camera footage shows Kilburn, 54 at the time, get out of his vehicle and hit Campbell who then punched back, taking him to the ground before putting him in handcuffs. Kilburn was treated for a fractured skull after the confrontation and was found dead inside his home several days later. Attorney General TJ Donovan declined to press criminal charges against Campbell but pointed out a number of concerns over how the officer handled the situation. BPD reprimanded the officer for swearing at Kilburn during the incident. This year, Campbell was one of three Burlington police officers whose firings were demanded by the racial justice and criminal justice reform protesters who occupied Battery Park.
