WATERTOWN, New York (WWNY) – A 30-year-old Syracuse man facing a public lewdness charge in West Carthage was charged with the same offense in Watertown on Sunday.
In fact, city police say it’s his fourth public lewdness arrest in Watertown since February.
According to police, Elvin Nieves exposed and touched himself in front of a 38-year-old hotel clerk at Adirondack Efficiencies at 1030 Arsenal Street on Sunday.
He was ticketed for public lewdness and released to face the charge later in city court.
“People see Mr. Nieves or people doing the same type of crime, don’t confront them. Just call the police and let us investigate it,” said Detective Lieutenant Joe Donoghue of the Watertown Police Department.
The Watertown arrest came the day after Nieves allegedly exposed himself to two girls at a playground in a park near the Pleasant Night Inn in West Carthage, where he was staying.
Nieves was ticketed then for public lewdness and later for second-degree harassment after he went to West Carthage Mayor Scott Burto’s home and harassed Burto and his wife.
Watertown police say they arrested Nieves three other times for public lewdness since he arrived in the city in January.
Nieves allegedly exposed himself at Samaritan Medical Center on February 6.
Four days later he’s accused of doing the same thing at the Samaritan Health and Wellness Plaza at 1575 Washington Street.
On February 18, he allegedly masturbated in front of glass doors at the Burdick Building on Franklin Street.
On March 2, police say he gave them a false name when they arrested him on a bench warrant.
Each time, he was released to appear in court at a later date. We asked why Nieves didn’t go to jail.
“That’s for the judges and the attorneys to answer those questions for you. These are Class A misdemeanors for the criminal impersonation, the others are B misdemeanors,” said Donoghue.
According to police, Nieves often uses different aliases.
