A New York man was arrested on Saturday following a fatal Utility Terrain Vehicle crash in St. Lawrence County.New York State Police arrested 36-year-old Steven Dow of Potsdam, after officials say he lost control and crashed the vehicle on Skinnerville Road.The passenger, 34-year-old Kristie Jo Dow, also of Potsdam, was killed when the vehicle rolled over, according to investigators.Police said they could detect an odor of alcohol on Steven Dow’s breath while interviewing him at the scene of the incident. He submitted to testing and failed, and was subsequently arrested.Dow was charged with 2nd degree vehicular manslaughter and DUI and issued an unregistered motor vehicle ticket. He was later arraigned and released. He is due back in court in June.An investigation into the incident is ongoing.
