First thing in the morning, the legislature overrode the governor’s veto on their child care program on a 116-31 vote. “We understood that none of these changes would happen overnight, we know this only begins to meet the needs of our children, our families, our early educators, and our businesses,” said Rep. Jessica Brumsted, a supporter of the bill. The program expands subsidies to help make child care more affordable, along with increasing reimbursement rates for providers to help increase pay for their employees. However, it also creates a payroll tax, which is the governor and Republicans’ main concern. “I am disappointed that there was no due consideration for the governor’s proposal to alleviate this crisis that affects our workforce and our families without raising new payroll taxes,” said Rep. Lisa Hango, who opposed the bill. The House also overrode the governor’s veto on their budget, which he and Republicans have repeatedly said concerns them because of the increase of fees and taxes included. Supporters of the bill say it’s loaded with incentives that will help Vermonters now. “This budget makes historic investments within housing, child care, Medicaid rates, transportation, education, workforce, and more,” said Rep. Diane Lanpher, chair of the House Appropriations Committee.The legislature also overrode two charter changes, one allows for 16 and 17-year-olds in Brattleboro to vote in certain town elections. The other is a Burlington charter change that allows non-U.S. residents that are Burlington residents to vote in city elections.
