A Rutland City Police Department sergeant has been charged in connection to his alleged role in a July 2023 shooting. Vermont State Police said that following a review by the Attorney General’s Office, Sgt. Andrew Plemmons was cited on Thursday on charges of aggravated assault with a deadly weapon and reckless endangerment. The charges arise from an incident that occurred July 3, 2023, during which Plemmons allegedly shot and wounded two 21-year-old twin brothers from Springfield, Massachusetts, identified as Randy A. Perez-Coiscou and Andy H. Perez-Coiscou. Police said that an officer found the brothers sitting in a car in Giorgetti Park. Plemmons was called to the scene as backup. After a brief interaction with the officers, the brothers tried to drive away. That’s when police said Plemmons fired several shots into the vehicle. The brothers were shot and have since recovered from their injuries. They were both criminally charged in this incident on assault and drug charges. Attorney General Charity Clark determined that Plemmons’ use of force against one of the victims, Andy Perez, was not justified. Andy Perez was the passenger in the vehicle and was charged with possession of fentanyl.Plemmons appeared before a judge on Friday at the Vermont Superior Court in Rutland. He pleaded not guilty and was released on conditions that require him to have no contact with either of the victims.The courtroom was filled with people and members of law enforcement for Plemmons’s arraignment. Kelly Cross was present and said she believes the charges are absurd.”I’m not saying that every officer’s perfect because Lord knows in every profession you don’t have perfection, but we need to support the good ones. And Officer Plemmons is a good one,” she said. “This is just insanity to me, and I never thought we’d see this in Vermont, never in a million years.”Riley Hunter was not in the courtroom but lives near the scene of the shooting. She believed that the charges are concerning. “To hear that someone supposed to be protecting us is mixed up in all that is just unfortunate to hear,” she said. As for the brothers involved in the shooting, Randy A. Perez-Coiscou has been scheduled to appear in court on Nov. 18. His brother Andy has not been scheduled at this time.
